How to fix blue screen of death when that's all you are getting?

I get the blue screen of death each time I start up my Dell desktop. It gives me the option to start it normally, in safe mode, safe mode w/ networking or safe mode w/ command prompt. It won't let me in the computer to try all the other options that I have read on here or to download things that may fix it from the web. I have tried starting it normally and w/ safe mode, but I still get the blue screen. I have not tried the safe mode w/ networking or the safe mode w/ command prompt, because I don't know what to do from there. I do have the reinstallation cd, but I want to try all the options I can to get into the computer to get all my pictures off & then I don't mind to reformat or whatever I need to do to get it back as good as new. Can somebody PLEASE help??? Thanks in advance for any help you are willing to give me.
