I have a 23" monitor with a 1920x1080 resolution, this is the maximum and recommended res on the screen res menu.
However even with this option selected and my graphics card driver up to date, it doesn't touch the edges of the screen, there is about a 1" black border all the way around.
Plus all the text on screen is a little bit fuzzy as if it is being forced into a resolution too high, text appears fine when it is turned down.

This is very strange especially because when running certain games full screen, it does in fact fill the screen.

Why is this and is there any way to fix it?

my monitors personal settings are set to full screen.

I have no idea what GPU you have, so I am hoping it is an AMD since I had this issue when I updated my graphics card drivers, but it's all fixed.

What you want to do is right click your mouse on the desktop > "Catalyst Control Centre" > "My Digital Flat Panels" > "Scaling Options (Digital Flat-Panel)" and set the Scaling Ooptions to Overscan (0%).

Sorry if you are using an NVIDIA card since this may not solve your issue.

Go to Control Panel, under Apperance & Personalisation there is Screen Resolution - click that and try all the various options it allows you (there won't be many, say 5 or so, and start with the furtheest to the right which is the best). One should work even if you have a 4:3 ratio laptop and a widescreen monitor. If a laptop, also try clicking the battery icon in bottom right of your screen and go to power options - select screen on at all times, ie even with lid closed - then reboot your laptop and close the lid before it powers back up - when next using the monitor, turn on your laptiop but instantly close the lid.
