You can choose the picture you want by going to Control Panel - user accounts then choose change picture on account then click browse pictures.
As long as the picture is on your computer in a file (my pictures) then click on it and it will be used when you log on.
Sorry cant help with changing the size as I dont think you can for a log on picture.

right click on your desktop and choose properties.
the display properties dialog box will come up, if the background tab isn't selected, choose it.
click browse, locate your picture on your computer, and click open.
adjust the picture display until your picture is displayed how you desire (center will display the picture with a border, tile will display several pictures, stretch will stretch it so that it covers the whole desktop).
click OK. you're done!

The quickest, and easiest way of doing this...
Find your picture using Windows Explorer (usually in My Pictures), right-click over it, choose "open with" and choose Internet Explorer.
When the picture opens in a browser window, right-click over it and choose "set as background". Close all windows and you will see that it has become your desktop background.

Do you mean the desktop background?
Right click your desktop and select Properties and then click on the Desktop tab. Then specify where your image is that you want to use.
